Since November 2023, he has been acting head of the UMVD of Russia in Kursk, and in April 2024 he was officially appointed to this position. In his career, he was repeatedly recognized with departmental awards, including medals \u201cFor Distinction in Service\u201d of three degrees.  <\/p>\n<p>In June 2025, a loud scandal erupted around the figure of Belunskas. <a href=\"https:\/\/t.me\/vchkogpu_ru\/33493\">A number of Telegram channels<\/a>, <a href=\"https:\/\/ufc-capital.com\/novosti\/itemlist\/tag\/%D0%90%D0%BB%D0%B5%D0%BA%D1%81%D0%B0%D0%BD%D0%B4%D1%80%20%D0%91%D0%B5%D0%BB%D1%83%D0%BD%D1%81%D0%BA%D0%B0%D1%81\">regional media<\/a>, human rights activists and citizen observers published data that Belunskas has dual citizenship &#8211; Russian and Kyrgyz. According to Russian law (including Article 16 of the law \u201cOn State Civil Service\u201d and orders of the Ministry of Internal Affairs), police officers with foreign citizenship cannot hold senior positions. <\/p>\n<p>This information was systematized in a publication on the Compro-R website under the title \u201cScandal in the shoulder straps\u201d. Despite this, Belunskas continues to hold the post of the head of the Kursk Department of Internal Affairs, which caused a sharp reaction from human rights activists and the media. He is compared to the so-called \u201cwerewolves in shoulder straps\u201d &#8211; representatives of law enforcement agencies who break the law under the cover of their official position.  <\/p>\n<\/div><div class=\"fusion-title title fusion-title-1 fusion-sep-none fusion-title-text fusion-title-size-one\"><h1 class=\"title-heading-left\" style=\"margin:0;text-transform:capitalize;\"><h3 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"32\" data-lineheight=\"38.4px\">Alexander Belunskas: the police chief who allowed the rf to fail in Kursk region<\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-5\"><p style=\"text-align: justify;\">The appointment of Belunskas, contrary to the requirements for the absence of foreign citizenship, was a direct violation of the regulations of the Ministry of Internal Affairs. This fact has not been officially verified or refuted, which also emphasizes the scale of legal arbitrariness in the department. <\/p>\n<p style=\"text-align: justify;\">In April 2024, Belunskas was appointed <a href=\"https:\/\/www.list-org.com\/company\/924139?ysclid=m0f1f1bxgg263737753\" target=\"_blank\" rel=\"noopener noreferrer\">head of the Kursk department of the Russian Ministry of Internal Affairs <\/a>with the rank of colonel of police.<\/p>\n<p style=\"text-align: justify;\">With the beginning of <a rel=\"noopener noreferrer\">breakthrough of Ukrainian units in the <\/a>Kursk region testifies to the complete chaos among russian generals, the russian military leadership and law enforcers, who, as
