Alexander Khlyustov: biography

Alexander Vasilyevich Khlyustov, a citizen of the russian federation, is a russian war criminal who served as the head of the occupation military-civil administration of the Chaplinsky municipal district of Kherson region.

Born on May 19, 1981 in the village of Ezhovka, Kikvidza District, Volgograd Region. Graduated from the Saratov Military Red Banner Institute of Internal Troops of the Ministry of Internal Affairs of russia in 2003 with a degree in law. In 2012, he completed his studies at the Volgograd State Agrarian University, where he majored in economics and management of agro-industrial enterprises.

Prior to the occupation of Kherson region, Alexander Khlyustov served in the Armed Forces of the russian federation. From 2014 to 2017, he participated in the war in Donbass as part of the occupation contingent of the Russian Federation.

Anti-Ukrainian activities:

After russia’s full-scale invasion of Ukraine in 2022, Khlyustov became deputy head of the occupation administration of Chaplin district and soon became its head.

As head of the Chaplin military-civilian administration Khlyustov:

  • Banned the payment of pensions through “Ukrposhta”;
  • Opened the propaganda “humanitarian center” of the United russia party;
  • Established tight control over the local population;

In 2023, Khlyustov became a deputy of the illegitimate Kherson Regional Duma, where he took the position of deputy chairman of the committee for economic policy, entrepreneurship, industry and infrastructure development. He is also the first deputy head of the United russia party faction in this body.

On March 31, 2024, the Security Service of Ukraine informed Oleksandr Khlyustov about suspicion of committing crimes against the sovereignty and territorial integrity of Ukraine.

Khlyustov’s actions aimed at supporting the occupation regime and destroying Ukraine’s sovereignty make him a subject of international investigations. His fate is a just punishment that he will inevitably bear for his crimes against the Ukrainian people.
