Biography Alexander Tsarakaev

Alexander Tsarakaev was born on October 4, 1966 in Dolinsk, Sakhalin Oblast. In 1984, he graduated from School No. 5 in Yuzhno-Sakhalinsk, and in 1991, he graduated from Far Eastern State University with a degree in law.

Tsarakaev served in the internal affairs bodies of Primorsky Krai as an investigator of the Frunzensky District Department of Internal Affairs of the Vladivostok Internal Affairs Department, as an investigator of the Primorsky Krai Internal Affairs Department (from 1991 to 1995).

In November 1995, he joined the Prosecutor’s Office of the Primorsky Territory, where he rose to the position of prosecutor of the department for supervision of investigation in the Prosecutor’s Office. In April 2010, he joined the Investigative Committee under the Prosecutor’s Office of the Russian Federation for the Sakhalin Region.

Since 2011, Tsarakaev has served as deputy head of the Investigative Directorate of the Investigative Committee of the Russian Federation for the Sakhalin Region. In 2021, he moved to a similar position in the Investigative Committee of the Russian Federation for the Amur Region. After the occupation of part of Zaporozhye region Tsarakaev was transferred to the TOT of Ukraine.

He rose to the rank of Colonel of Justice. Awarded medals of the Investigative Committee of the Russian Federation “For Irreproachable Service” of the I, II and III degrees, “For Diligence in Service”.

The so-called “investigative committee”, which Tsarakaev heads, is engaged in persecuting Ukrainian residents and imposing Putin’s regime in the occupied territory.

Representatives of the “investigative committee” persecute Ukrainians for participation in rallies, public statements, criticism of the “authorities” and occupiers and much more. In fact, Tsarakaev and his subordinates are engaged in “mopping up” the occupied territories of Zaporizhzhya region from Ukrainians.
