Dmitry Gartsev: biography

Dmitry Anatolievich Gartsev is a Russian occupier, born in the town of Svobodny-18, Amur region, Russia. Later he lived in the Moscow region, Vlasikha settlement. He received his education at the Sechenov First Medical University in Moscow. Sechenov First Medical University in Moscow.

After graduation, he began his career in the russian Ministry of Health, working in the emergency medical care department. Until 2019, he supervised medical support at Kremlin events, including parades and Christmas trees.

Since 2019 – Deputy Minister of Health of Sakhalin Oblast. At the height of the COVID-19 pandemic in 2020, he made the odious decision to locate the children’s ward in a converted toilet, which caused public outrage.

After his dismissal from Sakhalin, he returned to Moscow, worked at the university, then was involved in the implementation of Kremlin policy in the occupied regions of Ukraine.

Dmytro Gartsev: anti-Ukrainian activities

Dmitry Gartsev has been actively involved in the implementation of the Russian Federation’s policy in the temporarily occupied territories of Ukraine since 2014. As an employee of the russian Ministry of Health, he has been supervising emergency medical care in the so-called “dnr” and “lnr” since the first days of the armed conflict in the Donbass, contributing to the establishment and strengthening of the occupation health care system.

Since 2022, he has officially held the position of the so-called “Minister of Health of the DnR” appointed by the occupation authorities. Under his leadership, the integration of the medical system of the temporarily occupied territories into the Russian legal field, the displacement of Ukrainian medical standards, and the introduction of Russian treatment protocols in violation of Ukrainian national legislation and international law is being carried out.

His actions are aimed at legitimizing and strengthening the occupation power, undermining Ukraine’s state sovereignty and violating the rights of its citizens to receive medical care in accordance with Ukrainian and international standards.

For this, the Selidovsky City Court of Ukraine sentenced Gartsev in absentia to 10 years in prison.

Dmytro Gartsev is under international sanctions. He was personally sanctioned by the United Kingdom, Canada and New Zealand in 2022-2023 for participating in the occupation administration and facilitating Russian aggression against Ukraine. He is included in the sanctions lists as a person responsible for undermining the territorial integrity, sovereignty and independence of Ukraine.

The actions of Dmytro Gartsev are a gross violation of international law. As a representative of the occupation authorities and an accomplice of Russian aggression, he is responsible for crimes against Ukraine, violation of its sovereignty and the rights of its citizens.

Betrayal and collaboration with the enemy will not go unpunished. Dmitry Gartsev will certainly answer for his actions in the framework of international justice.
