Adept of the “sovereign Internet”, dog lover, senator and propagandist Andrey Klishas was born on November 9, 1972 in a military family in the city of Sverdlovsk (now Ekaterinburg). Andrei’s father, Alexander Klishas, a retired colonel, is now in business; his mother, Vera Klishas worked as an engineer and is now also in business. After graduating from high school in 1990, Andrei entered the Ural State University in the humanities – the history of philosophy. After studying for three years, Klishas drops out of the university and moves to Moscow.
After moving to Moscow, Andrei Klishas enters the Peoples’ Friendship University of Russia at the Faculty of Economics and Law. Coincidentally, Klishas’ classmate was the famous oppositionist Alexei Navalny, who would later release an investigation about Klishas. While at university, Andrei worked for a while for the Russian Federal Property Fund, which was involved in privatization. In 1998, Klishas successfully graduated from the PFUR with a bachelor’s degree and in 2000 with a master’s degree.
Immediately after receiving his bachelor’s degree in 1998, Andrei Klishas gets a job with Interros, a holding company that deals with private investments. Klishas held various positions at Interros, including Chairman of the Board of Directors before becoming President of Norilsk Nickel in 2010. Klishas combined his work at Norilsk Nickel with his work at Interros from 2001 to 2008 to hold the position of Chairman of the Board of Directors. It is noteworthy that both structures are headed by the well-known Russian oligarch Vladimir Potanin.
In 2011, Klishas began his political career – he was nominated to the State Duma elections on the party lists of the “United Russia” party from the Krasnoyarsk region. However, in Krasnoyarsk Krai that year, “United Russia” scored low and Andrey Klishas is not elected to the Duma. But this did not stop him, and in 2012 Klishas was also nominated to the Norilsk City Council from the United Russia party. elections In the city council, held simultaneously with the presidential elections in Russia on March 4, 2012, Andrei received a mandate in the city council, and now he has a “launching pad” to get into the Federation Council. Just two weeks after the elections, on March 19, 2012, the governor of Krasnoyarsk Krai appoints Klishas as his government representative in the Federation Council.
In the Federation Council, Andrei Klishas is appointed Chairman of the Committee on Constitutional Legislation, Legal and Judicial Affairs, and Development of Civil Society. Klishas has also distinguished himself by his initiatives; in particular, he was the initiator of the so-called “sovereign Internet,” which provides for full government control over the activities of individuals and legal entities on the Web, and was the main supporter of the law on “foreign agents,” which gives the government the ability to discriminate against opposition media.
It is interesting that Andrey Klishas, who was the author of books and manuals on jurisprudence was seen to be practically unfathomably corrupt. Alexei Navalny’s FBK released an investigation into Klishas, which contained evidence of the latter’s unlawful enrichment, such as the concealment of all real estate in Switzerland and expensive watches whose value does not match Klishas’ income.
As a henchman of the Putin government, Andrei Klishas supported a full-scale invasion of Ukraine by Russia on February 24, 2022, calling it “legitimate. Klishas also actively conducts propaganda in his telegram channel, where he calls for the violation of Ukraine’s sovereignty and territorial integrity and supports the killing of Ukrainian civilians by the Russian army. While Andrei Klishas enjoys the impossibility of being held liable for his criminal actions, the sword of justice is coming closer and closer to him.
