Viktor Kosarev was born on December 11, 1962 in the Kyrgyz SSR. He began his career by studying at the Frunze Police School, from which he graduated with honors in 1988. In 1997, he continued his education at the Orel Higher School of the russian Ministry of Internal Affairs.

His service in the agencies began in 1986 in Frunze, where he was assigned to the criminal investigation department. In 1993 Kosarev moved to Verkhovsky district of the Orel region, where he began his service as a senior operative, soon taking the post of chief of criminal investigation. He was later appointed deputy chief of the Krasnozorensky district police department.

From 2000 to 2006, Kosarev headed the Bolkhov ROVD, after which he headed the ROVD of the Sovetsky district of Orel until 2009. In 2009-2010, he was head of the Orel city police department, and in 2010 he took the position of first deputy head of the Orel region police department, heading the criminal police.

In 2011, he was appointed deputy head of the uVd of russia for orel region – chief of police. From March 2015 to June 2019, Kosarev headed the Ministry of Internal Affairs of the Republic of Mari El.

Subsequently, by decree of the president of the russian federation, Kosarev was appointed Head of the russian Ministry of Internal Affairs in Kursk Region.

In June 2019, Kosarev was appointed head of the department of the russian Ministry of Internal Affairs in Kursk region with the rank of major-general of police.

With the beginning of active operations of Ukrainian units in the territories bordering the russian federation, namely in Kursk region, police general Kosarev found himself on the list of those responsible for the defense of the state border.

The breakthrough of Ukrainian units in the Sujan region testifies to the complete chaos among russian generals, the russian military leadership and security forces, who, as the war has shown, are incapable of making strategic decisions.

Thus, many russian fighters, including conscripts, were killed and captured. The entire military command and the heads of the local fsb and mvd are responsible for the failure of the defense.

Kosarev has a wife, Tatiana, born in 1988, and a daughter, Victoria, born in 2006.
