Vyacheslav Bulygin was born on September 25, 1969 in the city of Mariupol, Donetsk region. Worked in the internal affairs bodies of the Donetsk region. He worked his way up from a senior inspector of the Mariupol police department of the Main Directorate for National Security in Donetsk region to the head of the correctional center №138 in the city of Mariupol.
With the beginning of the full-scale invasion of Ukraine by Russian occupation troops on February 24, 2022, the traitor Vyacheslav Bulygin continued his service under the pretext of collaborationism and aiding the enemy.
After Russian troops invaded the Donetsk region, civil servant Vyacheslav Bulygin immediately defected to the enemy and began serving in the occupier’s security forces.
Since March 2022, the collaborator has been working in the so-called “ministry of state security of the dnr. An accomplice of the occupation troops takes part in the torture of illegally abducted Ukrainian civilians and prisoners of war.
