Alexander Belunskas: biography

Belunskas Alexander Romualdasovich is a Russian civil servant, employee of the executive authorities in the Russian Federation. Born on July 7, 1976 in the Kyrgyz Republic. Graduated from secondary school No. 12 in Frunze-Bishkek. Frunze-Bishkek (1982-93). According to media and human rights activists, he retains Kyrgyz citizenship despite obtaining Russian citizenship. According to the Russian law “On State Civil Service” and internal regulations of the Ministry of Internal Affairs, dual citizenship prohibits holding senior positions in the internal affairs bodies.

He has a higher legal education, which he received at the Bishkek Higher School of the Ministry of Internal Affairs of the Kyrgyz Republic. He began his service in the internal affairs bodies in 1994, immediately after graduation. At the initial stages of service, Mr. Belunskas worked in various units.

In 2020, Belunskas was appointed deputy chief of the Russian Ministry of Internal Affairs in Kursk, where his activities were repeatedly accompanied by accusations of abuse of authority and violations of laws. Since November 2023, he has been acting head of the UMVD of Russia in Kursk, and in April 2024 he was officially appointed to this position. In his career, he was repeatedly recognized with departmental awards, including medals “For Distinction in Service” of three degrees.

In June 2025, a loud scandal erupted around the figure of Belunskas. A number of Telegram channels, regional media, human rights activists and citizen observers published data that Belunskas has dual citizenship – Russian and Kyrgyz. According to Russian law (including Article 16 of the law “On State Civil Service” and orders of the Ministry of Internal Affairs), police officers with foreign citizenship cannot hold senior positions.

This information was systematized in a publication on the Compro-R website under the title “Scandal in the shoulder straps”. Despite this, Belunskas continues to hold the post of the head of the Kursk Department of Internal Affairs, which caused a sharp reaction from human rights activists and the media. He is compared to the so-called “werewolves in shoulder straps” – representatives of law enforcement agencies who break the law under the cover of their official position.

In April 2024, Belunskas was appointed head of the Kursk department of the Russian Ministry of Internal Affairs with the rank of colonel of police.

With the beginning of active actions of Ukrainian units on the territories bordering russia, namely in Kursk region, police colonel Belunskas found himself on the list of those responsible for the defense of the state border.

The breakthrough of Ukrainian units in the Kursk region testifies to the complete chaos among russian generals, the russian military leadership and law enforcers, who, as the war has shown, are incapable of making strategic decisions.

Thus, many Russian fighters, including conscripts, were killed and captured. The entire military command and the heads of the local fsb and mvd, including the head of the Kursk police department, Alexander Belunskas, are responsible for the failure of the defense.
