Igor Kastukevich, Born December 06, 1976, in Saratov. He has a higher education. In 1999, he graduated from the Saratov Red Banner Military Institute of Internal Troops of the Ministry of Internal Affairs of Russia as a lawyer.

Kastukevich voted for Resolution No. 58243-8 “On the Address of the State Duma of the Federal Assembly of the Russian Federation to the President of the Russian Federation V.V. Putin on the need to recognize the Donetsk People’s Republic and Luhansk People’s Republic” and therefore supported and implemented actions and policies that undermine the territorial integrity, sovereignty and independence of Ukraine and further destabilize Ukraine.
