Defender of the rights of Russians in Latvia, adviser to the former ringleader of the so-called “DNR” Alexander Zakharchenko and propagandist in one person Alexander Kazakov was born in Riga on December 6, 1965. While living in Latvia, Kazakov obtained Russian citizenship. After some time of congress activity, Latvia declared Alexander a persona non grata and deported him to the territory of the Russian Federation.

In Russia Alexander Kazakov worked for some time in the information agency “Regnum” and from 2004 to 2005 was an adviser to then Deputy Dmitry Rogozin on compatriot issues and youth policy. In 2007, Kazakov founded the Center for Liberal-Conservative Policy named after V. V. Putin. П. Stolypin and P. Struve, who was engaged in political science.
