During the Soviet era, Kobets was a member of the Soviet KGB, and in the early 2000s he worked for the Security Service of Ukraine until 2010. He was also listed as an employee of the Kiev firm Ukragrohimpromholding, which traded ammonia, whose founder was Alexander Bessonov of Russia. Interestingly, he also worked for the KGB of the USSR.

Kobets often traveled to Russia and Belarus. Specifically, he flew to Minsk in 2019 and traveled by train, by car to Russia in 2018.

After the full-scale invasion of Ukraine by the Russian Federation, in March 2022 Alexander Kobets and his wife left Ukraine through the “Uzhgorod” state of emergency. And as early as April 26, he was appointed the so-called “head” of the occupation Kherson city administration.
