Rogov worked closely with representatives of the Russian secret services, receiving assignments and funding from them for the creation of the so-called “Zaporizhian People’s Republic. Performing the assignments of the Kremlin handlers, he held mass protests in various cities in Zaporizhzhia region, where he criticized the government in Ukraine and the anti-terrorist operation in the territories of Donetsk and Luhansk regions.

Because of his destructive activities, Rogov was forced to flee the country to Russia, where he lived in Moscow and continued his anti-Ukrainian activities.

With the beginning of Russia’s full-scale invasion of Ukrainian territory, Rogov quickly rushed to occupied Melitopol, where he was appointed a so-called “member of the military-civil administration of Zaporizhzhia Region. He also calls himself the mayor of Melitopol and calls on local residents to cooperate with the Russian occupiers. He actively advocates before the population with a program of significant concessions for residents of the occupied territories such as writing off all utility and bank debts and reducing the price of housing and communal services.
