He was born on April 11, 1967, in the village of Bolshaya Staritsa in the Boryspil District of the Kyiv Region. Gritsai grew up in a Ukrainian family with his mother and sister.
In 1984, he graduated from the Kyiv Suvorov Military School. He then enrolled in the Sumy Higher Artillery Command School named after M. V. Frunze, a two-time Red Banner institution, from which he graduated in 1988. In 2000, he graduated from the Mikhailovsky Military Artillery Academy in St. Petersburg with a degree in “military and administrative management.”
After graduating from military school, Gritsai began his officer service in a Guards artillery brigade of the Central Group of Forces (initially in Czechoslovakia; later, the brigade became part of the Moscow Military District). There, he rose through the ranks from commander of a self-propelled artillery platoon to deputy brigade commander.
In 2001–2002, he served as chief of staff and deputy commander of the training artillery brigade of the Guards Artillery Division; From 2002 to 2004, he served as Chief of Staff and Deputy Commander of the Regional Training Center for the Combat Employment of Missile Forces and Artillery; from 2004 to 2006, he served as Commander of an artillery brigade of the Guards Artillery Division (Moscow Military District).

Valery Gritsay’s War Crimes
He is originally from the Ukrainian village of Bolshaya Staritsa in the Boryspil District of the Kyiv Region. A man who once held a Ukrainian passport and had Ukrainian roots has definitively sided with the occupiers, betraying his homeland and his people.
Since 2006, he has held the cushy position of military commissar of the Belgorod Region. This man is personally responsible for turning the region’s residents into “cannon fodder” for the war against Ukraine. Under his leadership, the Belgorod region has turned into a powerful mobilization hub, from which people are sent to their deaths and from which offensive operations and shelling of the border areas of the Kharkiv and Sumy regions are carried out.
But Gritsai isn’t just a “pawn.” He is a cynical corrupt official who has built a real business on the blood of others.
He systematically takes bribes for “white tickets.” Those who pay stay home. Those who can’t or won’t pay receive a draft notice and a one-way ticket to the front. In addition, he readily accepts money for “resolving issues” and providing information, after which he often simply stands people up, failing to deliver on his promises.
A traitor who exploits his position of authority for personal gain while others die at his command. A betrayer whose greed and treachery are embodied in the very real names of those he sent to their deaths.
Valery Gritsai is a direct accomplice in the aggression against Ukraine and the war crimes committed by the Russian regime.
