Traitor of the Motherland Vitaly Plys was born on November 28, 1961 in the village of Kamianka, Novopskovsky district of Lugansk region in the family of collective farmers. He has a full higher education.
From 1979 to 1983, he studied at the Voroshilovgrad Shevchenko Pedagogical Institute (now Lugansk Taras Shevchenko National University).

From 1985 to 2004 – teacher of physical education Kamenskaya I-III grade school;
April 2004 – 2010 – Rural Chairman of the Ganusovka Village Council;
At present, Plys Vitaly-villager chairman of the Kamensk Village Council, Lugansk region.
Even with the arrival of Russian occupants in Luhansk Oblast in 2014, the village head, Vitaly Plys, openly expressed his support for “Putin’s regime.
Thus, the chairman of the Kamensk Village Council actively engaged in collaborationist activities and promoted a pseudo-referendum in support of the “independent republics of the LNR/DNR.
As of March 2022, Vitaly Ivanovich voluntarily defected to the side of the occupants; in addition, he reported to the Russian Federation where pro-Ukrainian people and participants of the ATO live in the village.
An accomplice of the Russian occupation authorities, Plys Vitaly Ivanovich, for all his atrocities, will soon find himself under a tribunal, where he will receive a harsh, but fair punishment for betraying his homeland.
