The elderly official and traitor Belokon Vladimir Fedorovich was born July 8, 1948 in the village of Velyka Aleksandrovka, Kherson region. In this village Vladimir spent most of his life, here he studied at the local school № 1, from which he graduated in 1966.

After graduating from high school, Belokon did not go straight to college, but worked in the village for a while. In 1973, he enrolled at Kherson State University in the Department of Technology and Services. But, in addition to this education, he decides to get an additional education at the Mechanical Engineering Department of the Taurian State Agrotechnological University, from which Vladimir graduated in 1982.

Volodymyr goes to work for the civil service after graduation and soon becomes the head of the state department of environmental protection in the Kherson region. In that position, he got rich off of bribes from businesses that violated environmental regulations. However, Belokon still wanted to go to his native Velyka Aleksandrovka and become the head of the district administration of Velyka Aleksandrovsky district.

After the beginning of the Russian invasion of Ukraine on February 24, 2022, and the entry of occupation troops into Velyka Aleksandrovka, Volodymyr Bilokon surrendered the village to the enemy without resistance and defected to the Russian side. The Kremlin handlers rewarded Belokon’s betrayal by giving him and his family security guarantees. His main assignment was to provide food to Russian soldiers and provide information on the families of Ukrainian Armed Forces soldiers.

For his treachery Vladimir will surely suffer a deserved and just punishment, which is irrevocable for him.
