Elvira Vitrenko: biography

Elvira Valentynovna Vitrenko is a collaborator who voluntarily supported the Russian occupation regime in the Kherson region.

She was born on December 28, 1967 in Kherson. In 1991, she graduated from the Kherson State Pedagogical Institute named after N.K. Krupskaya, where she received a specialization as a teacher of general technical subjects and labor. In 2006, she completed her studies at the I.I. Mechnikov Odessa National University, where she qualified as a lawyer.

She worked as head of the children’s affairs service of one of Kherson’s districts. Later she headed the Department for Family, Youth and Sports of the Kherson Regional State Administration. Until 2022, she held the position of the Director of the CP “Center for Ecological and Naturalistic Creativity of Pupil Youth” of the Kherson Regional Council.

Anti-Ukrainian activities:

After the beginning of Russia’s full-scale invasion of Ukraine in 2022, Elvira Vitrenko voluntarily defected to the side of the occupiers. From the first days of the occupation of Kherson, she began working under Kirill Stremousov in the occupation administration.

In September 2022, Vitrenko was appointed head of the so-called “ministry of youth policy and sports” in Kherson Region. In this position, she promoted the introduction of Russian educational standards and the planting of Kremlin narratives among the region’s youth.

On August 23, 2023, she headed the newly created occupation “ministry of sports of Kherson region”, created by decree of Vladimir Saldo. As head of the occupation ministry, Vitrenko organizes activities aimed at discrediting Ukraine and popularizing the “Russian world”. Her actions include engaging in propaganda, destroying Ukrainian identity and supporting the Russian occupiers.

Elvira Vitrenko is knowingly cooperating with the enemy, violating Ukrainian and international laws. Her actions are directed against Ukraine and she will be deservedly punished for betraying her country.
