The introduction of the maternity capital was announced by Russian President Vladimir Putin during his address to the Federal Assembly of the Russian Federation on May 10, 2006.

The program was developed based on data from the 2002 census, which recognized a significant decline in the birth rate.

For families which after January 1, 2020 gave birth to the third child or subsequent children, the maternity (family) capital is set in size of 693 144 rub. 10 kopecks in case the right to additional measures of state support for families with children did not arise earlier.
