MirTelecom was founded in 2022.

“MirTelecom opened sales offices in Volchansk, Kupyansk, Kupyansk-Uzlovaya and in the urban-type settlement of Kovsharovka. According to Andrei Makarov, the company’s immediate plans are to cover all settlements of the liberated territory with communications.
The company also plans to provide communications in the occupied territories, thereby forcing residents to switch to Russian numbers.
As TASS reported on August 11, 2022, part of Kharkiv Oblast with district administrations in Volchansk, Izyum, Kupyansk, and the settlement of Kozachya Lopan, subordinate to the oblast’s VGA, is under the control of Russian and Luhansk People’s Republic forces. According to Vitaly Ganchev, 20% of the region’s territory has been liberated. Mobile communications in the liberated territories of Kharkiv region are almost completely absent.
