Andrey Konchakov: biography

Konchakov Andrey Yuryevich was born on May 23, 1987, in the village of Elan-Kolen, Novokhopersky District, Voronezh Region. He graduated from the Kazan Higher Military Command School. From 2009 to 2017, he served in Kazan as a platoon commander, while also undergoing training at the Combined Arms Academy of the Russian Federation in Moscow from 2015 to 2017. His next posting was the village of Kalinets in the Naro-Fominsk District—the location of the 2nd Guards Taman Motorized Rifle Division. From 2019 to 2023, he was stationed in Gusev, Kaliningrad Oblast, as part of the 11th Army Corps of the russian armed forces.

He currently commands the 2nd Guards Taman Motorized Rifle Division (Military Unit 23626) of the 1st Guards Tank Army of the rf. The division is stationed in the villages of Kalinets and Alabino in the Naro-Fominsk District.

Andrei Konchakov’s War Crimes

Since February 24, 2022, the 2nd Guards Taman Motorized Rifle Division, part of the 1st Guards Tank Army, has been participating in the war against Ukraine. Units of the division have operated in the areas of Sumy, Trostyanets, Konotop, Romny, and Lebedyn, as well as in the border regions of Hlukhiv and Buryn.

In February–March 2022, Russian troops blockaded Okhtyrka and fully occupied Trostyanets, using it as a base to shell Ukrainian cities. In addition, widespread looting of Trostyanets was reported. On March 5, 2022, the military fired on two civilian vehicles near the village of Pustovoytivka near Romny—there were casualties and injuries among civilians. At the same time, Konotop was under siege for an extended period, during which shootings of civilian vehicles and abductions of civilians were systematically documented. In March 2022, a list of 966 servicemen from the 1st Tank Regiment of the Taman Division (military unit 58198) was published, officially designating them as individuals committing war crimes against the people of Ukraine.

After withdrawing from the northern regions, the division was redeployed to the Kharkiv and Kupiansk sectors. British intelligence reported significant losses of the division’s heavy armored vehicles in the Kharkiv region in 2022—so severe that the units were re-equipped with obsolete T-62 tanks. Despite the losses, the division has continued to operate in the Kupiansk direction as part of the “West” group since 2023. As a result, strikes on Kupiansk and surrounding villages, the deaths of civilians, and the destruction of civilian infrastructure are systematically recorded in the division’s area of responsibility. The Kharkiv Regional Prosecutor’s Office has opened criminal proceedings under Part 2 of Article 438 of the Criminal Code of Ukraine.

All those involved will be identified and held accountable for their crimes.

Andrey Konchakov’s family

Konchakov is married to Yulia Vasilyevna Konchakova (born June 7, 1987), a native of the village of Lgovskoye in the Kirovsky District of the Autonomous Republic of Crimea. Until 2023, she worked as a dermatologist at a military hospital in Gusev. According to data from 2025, she has a disability and is looking for a job paying 100,000 rubles a month while her husband continues the war against Ukraine. The family has always followed the Russian nationalist to his postings: from Kazan to Moscow, from Moscow to Kalinets, and from Kalinets to Gusev. Konchakov’s daughter, Sofia Andreevna, was born in 2009 in Voronezh.
