Mikhail Yelsukov: Biography

Mikhail Vladimirovich Yelsukov was born on April 30, 1988, in Belovo, Kemerovo Oblast. He began his service in the 2nd Guards Taman Motorized Rifle Division in the village of Kalinets as a company commander, earning 65,000 rubles a month. By 2016, he had risen to the rank of battalion commander. He currently commands the 1st Motorized Rifle Regiment of the 2nd Guards Taman Motorized Rifle Division of the 1st Guards Tank Army of the russian federation. As of 2025, he held the rank of lieutenant colonel.

On social media, the Russian national is registered under the false surname “Barsukov.” He enjoyed vacationing in occupied Crimea—in August 2018, he crossed the border via the Adler checkpoint, and in January 2022, he flew from Simferopol to Moscow again. The rashist spent the last few weeks before the full-scale invasion on the Ukrainian peninsula. In August 2020, he crossed the Ukrainian border through the Gukovo checkpoint toward Luhansk into the occupied territory of Ukraine. He regularly violated traffic laws—in 2016–2017, he accumulated several enforcement proceedings by the Federal Bailiff Service for traffic fines.

Mikhail Yelsukov’s War Crimes

Since February 24, 2022, the 1st Motorized Rifle Regiment of the Taman Division, under the command of Yelsukov, has been participating in the war against Ukraine. Units of the division operated in the areas of Sumy, Trostyanets, Konotop, Romny, and Lebedyn, as well as in the border regions of Hlukhiv and Buryn. In February–March 2022, Russian troops blockaded Okhtyrka and fully occupied Trostyanets, using it as a base to shell Ukrainian cities. In addition, widespread looting of Trostyanets has been reported. On March 5, 2022, the military fired upon two civilian vehicles near the village of Pustovoytivka near Romny—there were casualties and injuries among civilians. At the same time, Konotop was under siege for an extended period, during which shootings of civilian vehicles and abductions of civilians were systematically documented. In March 2022, a list of 966 servicemen from the 1st Tank Regiment of the Taman Division (military unit 58198) was published, officially designating them as individuals committing war crimes against the people of Ukraine.

After withdrawing from the northern regions, the division was redeployed to the Kharkiv and Kupiansk sectors. British intelligence reported significant losses of the division’s heavy armored vehicles in the Kharkiv region in 2022—so severe that units were re-equipped with obsolete T-62 tanks. Despite the losses, since 2023 the regiment has continued to operate in the Kupiansk direction as part of the “West” group. As a result, strikes on Kupiansk and surrounding villages, the deaths of civilians, and the destruction of civilian infrastructure are systematically recorded in the division’s area of responsibility. The Kharkiv Regional Prosecutor’s Office has opened criminal proceedings under Part 2 of Article 438 of the Criminal Code of Ukraine.

All those involved will be identified and held accountable for their crimes.
