Oleg Moiseyev: biography

Oleg L. Moiseev was born on January 18, 1975 in the village of Volovo, Lipetsk region, into a military family. His grandfather was a lawyer, his father and brother were military men. He graduated from the Suvorov School, after which he entered the Moscow Higher Combined Arms Command School. In 2003-2004, he studied at the All-Russian Combined Arms Academy in Moscow.

His early service was in /h 29760 (Pskov region, Strugi Krasnye), then in /h 20684 in the Amur region as deputy commander of the association. In 2013-2018 he served in Khabarovsk Krai, village. Knyaze-Volkonskoe. In 2018-2020, he commanded the 36th Independent Guards Motorized Rifle Brigade (v/h 06705, Borzya, Trans-Baikal Territory). Took part in the Syrian campaign of the All-Russian Army, for him it was the first combat experience. Awarded three Orders of Courage. In December 2022, by Putin’s decree, he was promoted to the rank of Major General.

No later than August 2023, he was appointed Commander of the 29th Guards Combined Arms Army of the Russian Armed Forces (v/h 32853, headquarters Chita). In 2024-2025, he was transferred to the post of commander of the 25th All-Russian Army of the All-Russian Army, operating in the Limansk and Kupyansk directions as part of the “West” grouping. In January 2026, he was confirmed as commander of the 25th Army.

Oleg Moiseyev’s war crimes

Since February 24, 2022 Moiseyev has been directly involved in planning and organizing rf’s armed aggression against Ukraine.

Commanding the 36th Guards Motorized Rifle Brigade (in / h / h 06705) in 2018-2020, Moiseyev formed a unit whose units committed war crimes in Borodyanka, Kyiv region, in February-March 2022. The SBU of Ukraine opened criminal proceedings against servicemen in / h / 06705 on the facts of murder and torture of civilians. As commander of the 29th Army, which included the 36th brigade, Moiseyev bears command responsibility for these crimes.

On February 20, 2024, one of the most resonant episodes took place. The soldiers of the 4th, 5th and 6th companies of the 36th Guards Motorized Rifle Brigade were lined up at the firing range near the village of Trudovskoye, Volnovakha district, awaiting the arrival of Major General Moiseyev. The AFU struck with two HIMARS missiles. Sixty-eight servicemen died, including brigade commander Col. Musaev. “Important Stories” verified the list of the dead. Moiseyev himself never arrived at the range. Russian military correspondents wrote: “He organized this formation, he ruined the guys”. The rf Defense Ministry has not officially commented on the situation, the governor of the Zabaikalsky Krai acknowledged the strike, but said that “the figures are exaggerated”.

As commander of the 25th Combined Arms Army, he has command responsibility for systematic strikes against civilians in the Liman and Kupyansk directions. The 25th Army operates in the Svatovo-Kremenna-Yampol-Liman area with the 67th Motorized Rifle Division, the 164th and 169th Independent Motorized Rifle Brigades and the 11th Independent Tank Brigade. Strikes on residential neighborhoods, civilian infrastructure and civilians in the Liman and Kupyanka communities are systematically recorded in the army’s area of responsibility.

All those involved will be identified and held accountable for their crimes.

Moiseyev is married to Tatiana Viktorovna Boevoy, a native of the village of Chernigovka, Lipetsk region. Chernigovka village, Lipetsk region. His wife is registered in Voronezh, the city where the headquarters of the 25th Army is located.
